You have lightroom? if so with a fine brush with plus exposure I would outline the bird.Welcome to the forum.

You might consider increasing the contrast of the bird and cropping some of the right side of the photo out. Be cautious when using a long telephoto to shoot at an appropriate shutter speed. Having the bird sharper, especially in the eyes, would make the photo "pop" more.
1: Cropping would not offer anything to this image as the closer one would crop, the blurrier it would get.
2: A better zoom or fixed/prime lens in conjunction with a tripod.
It looks pretty good the way it is, the hawk looks good against the dark blurred background. The bird is slightly blurred, maybe bring up the contrast a little and if you can find a way to lighten the eyes, that might do wonders.

Cropping would offer something......a better composition. If the crop was not extreme it would not make it noticeably more soft. Certainly a tripod would help.
First, the photograph is not sharp. Analysis in Adobe Photoshop using the Camera Shake Filter indicates significant camera movement while shutter open. Settings in CSF allow adding some sharpening anyhow. I did so. I do not go into the detailed CSF adjustment here.
I did what I could with basic tweaks in Adobe Camera Raw and in Adobe Photoshop. The image did not look noisy, so I did some sharpening in ACR and then later in PS using the High Pass Filter (which detects and sharpens only edges).
I increased exposure in ACR. In PS, I used the Levels Adjustment tool to set the black point and to adjust the mid-tones.
I speak in general terms here, and all the processing I did involved only simple actions.
Cropping the image put more attention on the main subject while bringing visual balance to the image.
Obvious suggestions: Take more care when pressing the shutter button to avoid introducing excessive camera movement. Shoot at a faster shutter speed. Raise the ISO a stop or two to achieve this speed.
Others here may have other useful things to bring up.

Smart Photo - HDR with noise control - attached.
Affinity Photo has a marvelous "Clarity Filter," which often performs wonders on slightly out-of-focus images.
I found that the eyes were soft. Selective sharpening of the eyes was done. Some highlights cloned to bring more attention to the bird.
Contrast modified with Curves. Some burning in of the feathers done.
Cropped to taste.

When I left oh....4 years ago, downloading, editing and then posting someone else's image unless receiving explicit permission to do so was prohibited. Have those rules changed? Just wondering.

OP posed a question, which without answers including the results (might have been many) could have cost him much needless time. I think it is down to common sense. It also keeps up the interest value for others. I believe this to be of importance, because some questions, repeated several times in a week are getting to be boring.

It took me ~ 4 minutes to:
1. + contrast via Photoshop levels;
2. crop out dead space and lines at lower right;
3. Sharpen; AND
4. Save
Note: Original image may not be razor sharp
