I'd love to read suggestions for a small camera with a decent zoom and pixel count in the $200-$400 range.

I know we all have our preferences. I like my Canon 3/4 camera best, but I'm not comfortable taking it and everything that goes with it on an upcoming humanitarian trip to Honduras. I want something that travels well and that's small enough to either carry in my back pocket, in a small runners "fanny pack" or in a small camera bag. I'm willing to spend a little more than $400 if there's really going to be a big difference in image quality, but I don't want to be out a small fortune if the camera gets damaged or lost during my travels.

Have you thought about using just your cell phone? My daughter and granddaughter went on a humanitarian trip to build houses - using their i phones, they took some great photos...
my 2¢...

Olympus M 10 with pancake 14-40
Olympus OM-D E-M10 Mark II Mirrorless Micro Four Thirds $379 at KEH.
Olympus 14-40 Pancake lens
16 MP
Add a belt clip.

This is a very small interchangeable lens lens. When in a belt clip it is very secure and leaves both hands free. Great pictures. Not the best for fast moving objects such as basketball, race cars, etc.

Several years old, but I take my Canon SX50 on trips such as you mention. Wonderful camera!

Consider the Fujifilm XF10 compact. About the size of a deck of cards. Excellent image quality. Great creative features and relatively simple operation. Used copes are available at around $469.

Other than a Smartphone, to get images that you will be pleased with, your budget is not going to allow anything more than a used camera. Sony RX100M3s on Ebay are in the middle of your range, and RX100M4's with the pop up EVF, are at $400 or above.

Unless you have very big back pockets, a phone with a good camera is probably the best idea.
If it was a vacation trip I may suggest something else. My guess is you will have higher priorities than taking pictures on this trip.

It is a good camera but much larger than the OP is looking for.

Awesome camera!
Great image quality, useful zoom range (you don’t need a long tele) and fits in a pocket.
Here’s one for $380

The Canon PowerShot SX740HS would be the ideal camera based on your specifications. It costs $399, has 20.3 megapixels, image stabilization, 24-960 equivalent zoom, operates in high humidity, has 4K video, and will fit in most pockets. It's actually a very, very nice little camera for the price. I'd get a second battery because these small all electronic cameras have small batteries.
By the way, I'm not recommending the SX740HS because I have one, I don't. I compared your specs to the available cameras and this was the best choice for a brand new compact camera.

I think one of the best small cameras out there is the Sony RX 100 M6, but you aren't going to see anything like it for $400.
