Since my last update of LR, the little stoplight circles are back! I wasn't missing the title bars or any of the side menus. Also, Control+Option+F didn't do anything for me! Regardless, I don't have the problem anymore; I had just used the minimize shortcut instead when my colored circles were missing.
Glad to hear that the OP has resolved this minor problem with Lightroom.
