It's a Public Works truck, and it looks like they may be planning on setting up a temporary overhead night light. There was a public celebration scheduled for the evening, and I was standing in a square-block park adjacent to the road. There were also temporary booths being set up in the park. (It's in Brownsville, Texas.)

They are searching for the escapee, who is standing still to blend into the background (foreground?). Probably has the same color of skin as the refuse barrel.
