Was cruising along Washington State Route 108, on the way to a hike. The sun was coming up from the east (right hand side of image) and so made good light on both mountains and the water of the Skokomish estuary emptying into Hood Canal. It was simply a nice enough scene to make me stop the car and scramble down a bank for the shot. A good way to start a new hike.
I would have stopped also. It's beautiful. When it first showed on my monitor, the bottom half was cropped off. When I scrolled down and caught the bottom half, I was really glad it was there. Although it plays second-fiddle to the reflection, it's a really nice "finish" to the image.
This is the sort of shot that looks better the bigger you view it. If the stretch of open water was too wide for your liking you could probably use the clone tool to narrow the gap a bit.
I too think the foreground is a necessary touch. In essence it's a very simple addition but it lifts the shot up a level. I always look for something to act as a channel or natural frame or a leading line.
Great shot. Does not need a thing except a frame on the wall.

I would have probably sped past, and then turned around to get this image. It was well worth the stop. Love the way you framed the bottom with the grasses. Nicely done.
