Yep looks like lens flare to me too and the red appears to be part of the color of this lens's coating that stands out against the dark!
Definitely lens flare but it's exaggerated by over exposure and it appears out of focus. Dirty lens & filters can also contribute to this problem but alas - you are using a point and shoot. My suggestion is don't shoot photo's of the moon but if you insist clean your lens, switch to manual exposure and stop it down a bunch. Common mistake when taking moon shots is to over expose the light coming off the moon. It's a whole lot brighter than it appears and the camera cannot meter it correctly.
