Got my hands on a Wacom Intous 3 and tried installing it on 2 different Windows 10 machines with the same result. The tablet and mouse are recognized but the pen is not. In the Wacom Tablet Properties window, only the functions and mouse show up in the tool row. I have 2 pens and both show the same problem. The pen does not move the cursor unless the mouse is on the tablet and then basically only moves cursor arrow up or down. Found some sites which suggested using the 6.3.11 Wacom driver would fix the issue but it doesn't. Neither do any of the other drivers (up to the current) which were applied after uninstalling the driver that didn't work and restarting before loading the next one I tried.

Anyone have experience with the Wacom drivers or this specific issue ? I am running Win 10 Home 64 bit and all updates are current. Have not been able to get ahold of Wacom support but still trying. This seems to be a widespread problem for Win 10.
