UI 200% scaling issue in Photoshop

I'm considering buying a 4K monitor for use in PS, but in the current version 19.1.4 the UI scaling option of 200% does not scale the interface to 200%, it stays at 100%. I believe that this is a bug in the current version, but do not want to go with the new monitor unless either I or Adobe correct this problem. I ma running the current version of Windows 10. Any suggestions?

I use a a pair of regular HD screens, 1920x1200 - so I can't test it other that to say that I can scale to 200% and it's pretty big - the first time I restarted PS it displayed across both screens. I am using Win7 Pro.

You say that setting the scaling larger didn't make and changes... Did you notice that it states you have to close and restart PS for the changes to take effect?

Yes. I've contacted Adobe and they have verified that this is a "bug" in the current version of Photoshop.
