That's from the movie: Fast Times at Ridgemont High. Sean Penn, who plays Jeff Spicolli, says: "All I need are some tasty waves, a cool buzz, and I'm fine". It's a funny movie. There are clips of the movie on youtube.
In another scene, Jeff Spicolli (Sean Penn), has a pizza delivered to the classroom for himself to eat. Of course, the teacher won't have it and invites the entire class to help themselves to his pizza.
