True but it may take a decade to catch up with South Korea. Probably longer. Look at how long it took South Korea to catch up and surpass Japan. Samsung is a market leader now but their first 35mm cameras were crap. I know. I tried to repair them. Their circuit boards looked like they were hand soldered by workers with too little rice in their diets. I finally refused to take them in for repair. Given time North Korea could be a competitive powerhouse but it'll be after we have probably left the planet.

Where is your brain?? Let me spell it out for you, it is an attempt to denuclearize and peace for North and South Korea. It may work and it may not, time will tell.
