It never was a formal treaty. I thought everybody was aware of that. I'm pretty sure everyone else was.

It was a political commitment made personally by Obama with Iran. The US didn't sign it, Iran didn't sign it and neither did any of the countries involved sign it. It was not Ratified by the Senate. It was not legally binding - just another thing Obama pulled out of his hat. That's why Trump could just get rid of it without any approval (or not) by Congress.
