my Photoshop can not read raw file

Additionally, it's amazing how many jumped on the pirate ship without complete information, or admission, from the OP.

I bought a camera that had Lightroom bundled- I didn't buy that, either. Kinda. I like Elements better .
I've bought, sold and traded computers with pre installed commercial software, that I may have used.
There are also myriads of idiots out there who upgraded, then give/sell their old software discs away.
There are folk like me who have single licensed software on more than one computer- nobody else uses these, and one copy isn't always recognized by the mothership.
Stuff Occurs

If it is indeed LR Classic CC, when you select 2 or more images, you can press the Ctrl+M to perform Merge to Panorama.
You should also have Photoshop CC, which has that same capability in Adobe Camera Raw.

There is no reason why you can't update either, at no cost, by simply accessing your Creative Cloud account (or in this case, your son's who you share this with), and performing the update. I use my software on three devices (laptop, desktop and mobile) simultaneously, which is not supposed to be possible. But both are also installed on my son's computer as well. If I have it actually open and running on two of my devices, he cannot open it, and vice versa.

There is nothing illegitimate about using their software in this fashion. But it does take a bit of coordination.

I think I am confused by the name, I do not a online subscriber, I only have the PS & LR applications on my PC.
Now, I have downloaded an official copy of the CameraRaw(free and no question asked) from Adobe and my PS can do Panoramic merge on NEF files.
I just don't know if my LR can do that too.

I have a legit copy of PS Elements 15 and it will not update to acr 10 I believe, so I can not open my raw files from my canon 6d mark ii I will have to update to PS Elements 2018 and I think this is a ripoff. I have been buying PS Elements for the last 5 versions I would think they would update 15 to open the raw files.

You can download the cameraRaw-10-3win.zip; extract it, close your PS, install the cameraRaw setup file.
then your PS will open your raw file. No fee, no question.

Thank you I installed but PS Elements 15 still shows 9.1 and will not open my raw files from my camera again thank you for trying.

ACR should work for both in the same way. However, you really should get the subscription and end all of this confusion.
