I think this problem has been around forever as I remember having it before but then if my recollection is right it disappeared and now is back again.
If you check windows ink in the Wacom pen mapping page for lightroom then the pen is jumpy can't move the sliders smoothly if you uncheck it then it works fine except you lose the capability to use the pen pressure feature to control opacity/flow and coverage area...
Had a problem yesterday in PS 2018 as well. when trying to use the lasso tool the pen wouldn't make the selection but instead moved the image (as if it were in the move tool). I was able to circumvent it by holding my left mouse button down and then using the pen. I later found a fix that worked and the is placing a small text file PSUserconfig in the ps2018 settings folder with the following items in it:
# use WinTab
USESystemStylus 0

this for the PS problem:
Create a plain text file with a program such as Notepad and insert the lines:
# Use WinTab
UseSystemStylus 0
Save the text file as
PSUserConfig (the suffix .txt will automatically be added by notepad)
And place it in the location
"C:\Users\[User Name]\AppData\Roaming\Adobe\Adobe Photoshop CC 2018\Adobe Photoshop CC 2018 Settings\"

For Lightroom you go to Wacom preferences click on lightroom then pentool then the mapping tab and uncheck windowsink.

I’m stilll seeking to get fulll Wacom capability (pressure sensitive) for LR in a way that solves the jerky slider that you get when you turn on windows ink for LR.. ANYBODY?????????
Which Wacom tablet do you have. I have an older Wacom tablet and when I got Windows 10, I had to get the latest driver from Wacom (the driver for Windows 7) and install it, but in the Properties Dialog box, tell it to run the driver as if it were compatible with Windows 7, not Windows 10. That fixed my problem.
