Tree Blossom?

What is this tree?
Small tree or large shrub, smooth bark unless quite tall.
Not all trees have these kind of blossoms. I presume these are male flowers
and the plants are fertilized by windborne pollen.
The blossoms are just under two inches stem to tip.

I'd like to know too. The tassels are beautiful. I tried but couldn't find anything that matched.
