With that low count of shutter activations, someone likely felt overwhelmed and returned it to the dealer after believing they couldn't grasp the features. It can be a bit daunting at first but you will never regret purchasing the D7200.
We purchased both our D7000 and the D7200 as refurbs; both had very similar low shutter activations as yours. All Nikon factory refurbs carry the 90-day factory warranty but I've never seen one go wrong, yet. The D7200 is able to use the AF-P lenses; some of those refurbished are a great deal but you have to watch for and catch them; they go quckly. The 70-300mm AF-P was at Adorama for about $100, we snagged it immediately. No VR, but with the D7200 it focuses instantly, with almost zero audible noise during video shoots. Testing with the D7000 and the 50-300mm VRII compared to the AF-P on the D7200 showed no difference that mattered and on a tripod won't matter. Unless you're going for something the size of a dog at 1/2 mile or have some other burning need for VR, at double/triple the cost, you'd be hard-pressed to know that particular AF-P lens doesn't have it. The D7200 makes up for a great many factors and AF-P lenses are also very light.

I'm guessing there are all kinds of reasons for returning a camera - I wouldn't over-think this kind of thing. I purchased my K-30 from KEH; shutter count was 3. No one had time to be overwhelmed .... I just accept it as a small blessing.
