Can anyone tell me what this viewer is used for? I found it, while rummaging my old film camera gear.

I'm fairly sure it's for viewing in a monotone so you can visualize what an image will look like as a B&W print

If the lens is blue, it is so you can visualize how a seen will look when shot with black and white panchromatic film.

I think zone V(?) sold one that was dark yellow or orange for the same purpose.

Rich has the right idea. I have one and use it, from time to time, to view a scene and determine the brightest part of that scene.
