Get them both for free through the internet on my desktop. I can get them in my car IF I have a smartphone. Don't have one....only a simple Tracphone. Is their a "gadget" (like setting up Sirus XM) that I can buy for the car that would allow me to get those channels (subscription) in my car WITHOUT a smartphone?

Unless your car infotainment systems comes with the Spotify/Pandora app(s) or has the capability to install them, the simple answer is likely, "no."
Get a "smartphone" and continue with Tracfone. They have several available. I have a Samsung smartphone and I use Tracfone. My carrier is actually Verizon. But as 47greyfox stated your car system must support Spotify/Pandora.
Had that problem too. Called Sirius and they sent kit to install in the car, free of charge. Don't know about Pandora, etc.

On a visit to Canada last year, we could not get Pandora, we could get Spotify.
