That is the exact fight the NRA wants. Mandatory licencing and registration of all firearms is a more realistic start. Max. six round capacity for ALL semi autos in civilian, non professional shooter hands. Criminal non compliance severely punished as each case arises.

Amending the US Constitution requires ALL of the following to be completed:

1. The Constitution provides that an amendment may be proposed by the Congress with a two-thirds majority vote in both the House of Representatives and the Senate

2. The proposed amendment becomes part of the Constitution as soon as it is ratified by three-fourths of the States (38 of 50 States)
