Photoshop Issue -Need Help

I may have changed a setting while following some tutorials a few days ago.
I am no longer able to resize my images properly. It's turning into a long rectangle instead of a smaller version of the original image. I will include the screenshot and then the result.
I wonder if someone can figure out what I may have done to cause this. The last tutorial was on upsizing if that helps you.
I hope someone can help me solve this.

To the left of the Height and Width numbers is a lock. Somehow yo have unlocked that, so only the height is changing. Click on the icon (chain links, I think), and your image will resize in proportion.
