Thirty years ago I did not realize that the true ISO for a normal rendition with this film was much lower than box speed. I exposed it at 3200 and the results were not terrible but it depended on the developer.
I recently tested Ilford Delta 3200 and it measured close to ISO 1000 in Acufine. I expect similar results from TMZ.
Both films would be satisfactory for medium format.

For 24x36, probably a much better lens than most of us can afford. Beyond a certain point, the lens is the limiting factor for resolution
The only solution is to move up medium or large format and then the resolution becomes less important than the film speed.

I posted a two-part article three years ago on the Online Darkroom: Adox CMS 20 II - adventures in development and Adox CMS 20 - adventures in development Part Two in which I showed how I was able to develop it to a normal contrast.
What I found was that it is difficult to nail down an ISO and development method for a film like CMS 20 II (Rollei Pan 25 is similar) because the high resolution can easily produce a very high contrast. I ended up having to resort to compensating development and a very high dilution of HC110.
It's possible but barely worth the effort.
CMS 20 @ ISO 8, HC110 1+119 10.5 minutes @ 75F semi stand - 10 sec initial agitation, 5 sec half way
