So, what does everyone else do? It seems plausible to just delete the folders for older versions, but I can find nothing definitive about it. I'd like to recover that space.

Thanks, Peter. I find it amazing that I didn't find an answer in the Adobe forums. It may be there, but not with the searches I did.

Bruce, I would keep the last version (2017) as it contains all your plug ins, brushes, actions, etc and other information that you copied and pasted into the new version when you installed it.
I had an issue with PS a while ago and Adobe advised an uninstall & reinstall to solve the problem (can't remember what it was). If 2017 had not been there I would have had a hell of a job.
You can safely delete the rest.

Thanks Alan. In checking the file content of the old folders, there's precious little there, compared to the latest version (2018). I'm convinced it is safe to delete them.
