Infrared remote transmitter. It connects a TV to a cable box that has an IR receiver. You connect it to the TV IR output and put it near the cable box IR sensor.

I had something like that connected to the VCR and the bulb end went near the tv receiver. Then the VCR could command the channel on the tv automatically when you shoved a tape in. Early auto play.
