I do it all the time, just create the album, and when you place photos within the album mark them (the pictures) as PRIVATE, FRIENDS & FAMILY only.... they are still in your stream, but only friends and family members you have approved can see them.
You can mark them one at a time, during upload or via the Flicker Organizer to batch set the permissions.
It is not the album that is private and hidden, it is the images that get hidden.

To confirm it does what you wish, just view your stream, but select public view to see how private images are hidden.
It worked. Have the album set up. If I may trouble you one more time. How do I now make the album accessible to an individual or individuals I wish to be able to see it?

Go into the album, select the share button, and generate a link that is for friends and family or all photos public and private, send them that link and they can view, copy the highlighted link and send them an email with this link. You can also revoke the sent links in the account preferences page on Flicker if you need to for some reason.
If they are flicker users themselves you can also add them as friends and Family and they will see your album without needing a link.
