Suspect that liquid is a herbicide, that'w how railroads keep right of way clear.

I don't think they are polishing, much more likely to be something to do with leveling rails. Track maintenance is a big deal for all railroads.

The various pieces of equipment shown grind the rails for several reasons. One is to keep the cross-section of the railhead (top part of the rail) shaped properly for the best wheel-to-rail contact. Another is to remove corrugations, a small up-and-down pattern lengthwise along the rail (think miniature waveform) that can develop under certain conditions and make the rail more susceptible to wear (leveling, as it were, as surmised above). The liquid is indeed water, for fire suppression.

The actual purpose is to reshap the rail so there is minimum surface contact between wheel and track therefor reducing friction

What cabunit says. The rail grinders are profiling (shaping) the ball of the rail.
Around here they use a weed burner for vegetation control. More environmental friendly.
And jet engine exhaust to melt snow around switches.
