I just tried to post some images onto a can test and was told the image had to have image size not to exceed 1027 pixels on any side. However my Nikon d7100 instruction book says that even the smallest size inDX is 2992x2000 pixels, and in 1.3 is 2400x2000.
What do I do now.? Also what image size setting do you all use, and why?

Really?

What do we use as size?

How many answers do you want? As many as there are active hogs?

The answer is within your question.

I use the largest. This gives me plenty of resolution to crop. I will resize the image in Photoshop down to 1200 x 800 or so before emailing it.
Resizing the image, you can set the long side to 1000 pixels for your contest.

You follow their instructions and take your images full size, and resize them in post processing. The simplest program for this might be Faststone Image Viewer, which has a tools section with a resizer - you can specify 1027 as the longest dimension on any side and it will do just that. The program is free to download and use.

One should always shoot in Raw and in the largest setting. Why have a valuable camera and turn it into a $39 dollar Wal Mart Vivitar special of crap!

The right way is to shoot the photo in the best version your camera offers. Fixing the photo and deciding what size to export it in is done in your post processing software. If you have lightroom I can tell you how to do it if you respond to me privately since the admin is illegally blocking me from receiving responses; I can only access here by getting the daily digest.

I may be missing something here. What is a "can test"? Is it some PP procedure with which I am unfamiliar? Or is it something industry specific?

The images I post here are rendered at JPEGs that are 3000 pixels on their longest side, 300 dpi. I've never had an issue.

You do not say what software you are using? Normally someone would use software to size an image. So, first taking the image, then downloading it in its native camera size, then exporting using software into whatever size is required. You could, for example, export at 1027 pixels "on the long side" if you were using Adobe Lightroom. Any other software program should also be able to do this. The size of image you use depends upon the type of use of the image.
