Connect your iphone to your pc. Allow the pc to access the iphone. Go to your windows explorer and locate the iphone in your pc where the drives are. The iphone should be listed.
Click on the phone and you will notice folders. Navigate the folders until you find a folder with photos in it. Open a second explorer window and open your pictures folder of the photos you want to copy to the phone. Drag them over to the iphone pictures folder you have open. Connecting an iphone is a lot like connecting a flash drive. Usually a prompt will come up asking if the pc is allowed to access the iphone. This is important. If you don't say ok to this, the iphone folders will appear to be empty.

If there are just a few images you want to transfer, the just email the image to your iPhone and save the download to your Camera Roll.
EaseUS has a free utility, EaseUS MobiMover, which is designed to move music and photos between and PC and iPhone.
https://www.easeus_com/data-transfer/If you need to do this with a PC and/or Mac, then iMazing would be an option.
https://imazing_comThere are many apps that others may be able to describe. These are the methods that I'm personally familiar with.
Note: You'll need to replace the "_" with a "." to use the links. The automatic content filter blocked these entries.

I have good luck hooking the camera to the pc with the usb cable, then select the pics or folder(s) I want to move from the pc.
right-clicking on the pics brings up a menu with one of the choices being "send to".
clicking on 'send to' will bring up options, one of which is the phone and the destinations within the phone, then click on the option I want the pics to land in.
ta da !
I tried that and it didn't work

Your iPhone has something called AirDrop. On a Mac I can transfer a photo from my Mac to my iPhone using Airdrop. Have no idea about how it might work on a PC but you could research that.
