What would be a good quality, low price camera?

A used Nikon 1 V1 would be a good choice if you find one in the price range.

The Coolpix will be satisfactory. No dad gives a used camera to his daughter for Christmas. A Coolpix will fit nicely in her purse or pocket. Easy to use. Easy transfer of photos. She can always upgrade later, if the bug bites her.

Can she use her cell phone? I am not kidding, a cell phone is what most people use. Annie Leibovitz recommends them.
Many very good cameras are available in the second hand market but I have not seen many p&s cameras lately for sale.
$100 today buys practically nothing.

I have had for years a Nikon S60 that takes great photos, and is full featured. Check out KEH
for a good used one. My wife uses it mostly, and she loves it.

Generally you don't give something used as a Christmas present... at least I wouldn't. A quick search for the best camera under $100 came up with this Sony point and shoot...

So, with those limitations, she may not really know what a "decent camera" is. With that said, there's lots of pocket cameras out there for around $100 and most can take decent pictures for just viewing with the proper technique. If you're going to print some, don't expect decent results beyond 5x7. Shooting technique is really important, be as steady as possible and allow for shutter time lag. These cameras are a bit slow in writing to the SD card and she needs to hold steady a bit after the shot. Don't expect to do any rapid shooting like the pros do. Some of them have a Burst menu setting that can record around 3 shots in row. It's meant to use when photographing moving kids or pets. I think it uses the camer's video capability to do this. The Canon Powershot SX200IS is a very nice, reliable point and shoot with great zoom. Have had one for 8+ years with no problems—Great Pictures and a lot of creativity selections as well as Auto features. Can find on Amazon or eBay for $70 + or other on-line sites. Have used Canon, Nikon, Sony, and Leica and this little pal is awesome.

Well, I recommend a used Sony bridge camera with a Zeiss lens. Even if it's more than $100 it's worth the $$$. I would buy only a factory refurbished used camera.

Would camera size matter? The Canon PowerShot A1400 is shirt pocket size and takes AA batteries. I got mine as refurbished from Canon for under $100. It has an optical view finder. Once you settle-in on some options check the manufacturers for availability of factory refurbs. Beware of third party refurbs owing to the spare parts conumdrum. Also, Craigs list is to be avoided and eBay somewhat less so.

In my town there have been many reports of crime associated with Craigs list. The police once advised that meet and buy/sell take place outside a local police station or in the lobby.. Make sure transaction place is very public.

I could, and I probably would, except that there are two sets of curious fingers that would kill it in no time. My personal camera is a Nikon D3000. I love it for what I do with it, but that is even too much camera for her.

Unfortunately, this week will determine what I can do.
