This was stenciled on the building in four different places. I wouldn't want to be the guy tasked with enforcing this.

Really!! The nerve, I am a dog lover who also boards and sits my lil buddies. Humans speak and dogs bark that's what they do.

I can understand this situation because I witnessed about at least a dozen dogs barking all day and all night as the owner wasn't around and they could be heard from many blocks away. This behavior IS WRONG! I think they were these fighting kind of dogs and I'll be damed if I would put up with this nuisance. And, I am not prejudiced against dogs in general. I had a shepard dog when I was about 13 yrs. old and he liked to chase buzzards, planes and automobiles! My good colleagues didn't beieve me about the airplanes but he would run and bark at whether it was a plane or a buzzard! People from the city would dump unwanted dogs at the bayou bridge and then they (the dogs) would make their way to a house -- usually ours. Dad didn't like this at all and had to do the job of killing them with his shotgun. Don't abandon your dog - take them to a fucking dog pound!
