Luminar 2018 opinion

I also have windows 10. Issue I've experienced is that it does not recognize elements as a plug-in and will not allow uploading to my travel PC.

Skylum (formerly Luminar) does not show balloons next to icons to describe them. So it becomes hit or miss when trying to figure out what they do. Syklum sent me the serial number after I bought it. But when I load the program, it takes me to a window saying I'm using a trial version. The program does not recognize my e-mail and serial number when I try to activate the software. I wrote support about this latter situation, and received an e-mail telling me the software company is way understaffed so they cannot timely reply to my issue.
Scott Kelby recommended Skylum, but I suppose I should've avoided the early adopter impulse. We shall see.

First of all, I think that is a great picture of your dog. I have downloaded the Luminar 2018. I like it. There is no long-term experience with it to make me leave LR or PS

I don't think it's one or the other - I use Luminar 2018 AND PS, and find there are certain things I prefer to do in Luminar (their AI adjustment filter is the bomb!) and are much simpler to do in Luminar. As an amateur, I appreciate Luminar's presets, where all the filters for each preset are listed and can be individually tweaked to enhance the basic job the preset does. However, there are a number of things I still prefer to do in PS - dodge and burn (I know Luminar added this filter in 2018 but it is cumbersome, non-specific, and very hit-or-miss) and the ability to watermark photos without going through 2-3 layers adjustments and a number of tweaks. Luminar can be slow to process (and VERY slow using the "eraser" function) and batch processing in Luminar is grindingly slow. Neither one is perfect, but overall, using the "best of both worlds" seems to work well for me.
