As to the "inexpensive" Canon 70-200L.... Which one? Canon has made five different models (four of which are currently in production).
Least expensive to most expensive (approx. current prices new, unless otherwise noted):
$600.... EF 70-200mm f/4L USM without IS. Fine lens, sharp, uses fluorite and is about 2/3 the size/weight of the f/2.8 models, like all L-series the matched lens hood is included, but this model doesn't include the tripod mounting ring (it's sold separately). Currently in production.
$1100... EF 70-200mm f/4L IS USM. 2006. Also a great lens, same as above but with 3-4 stop Image Stabilization. Currently in production.
~$1200 used.... EF 70-200mm f/2.8L IS USM. Original version from 1999, no longer in production, superseded by the "II" (see below). A quite good lens even though it doesn't use fluorite, 2-3 stop stabilization, incl. t'pod ring, tulip style hood.
$1250... EF 70-200mm f/2.8L USM
without IS. Darned good lens, oldest model still in production (first introduced in 1995), doesn't use fluorite and doesn't have IS. Includes t'pod mounting ring & tulip shaped hood and is currently in production.
$1900... EF 70-200mm f/2.8L IS USM "II". A truly superb lens and the newest of these models, introduced in 2010. Super sharp, it's the first of the f/2.8 models to incorporate fluorite and uses upgraded 3-4 stop stabilization. It also works better with teleconverters than the other and earlier models, particularly with Canon 1.4X III and 2X III. Incl. tripod ring and tulip style hood. Currently in production.
All five are premium L-series, all metal (magnesim?) construction, real "work horses" you'll find in many Canon-shooting pros' camera bags... All are internal focusing and zooming (don't change length when focused or zoomed), with extra sealing for weather and dust resistance... and all use high performance USM focus drive. The f/2.8 lenses use 77mm filters and weigh around 2.5 lb. The f/4 lenses use 67mm filters and weigh around 1.75 lb.
Personally I use the first version 70-200/2.8 IS and the 70-200/4 IS. I recommend the IS versions, especially if using the lens on an APS-C camera. But if the cost is too much, the non-IS versions are great too... you'll just have to take more care with your shutter speeds.
