Personal moments are some of my best candids. A photograph should evoke some emotion.

The directives the author stipulates are far too generalized. I would strongly disagree with much of them. But good for talking points.
I have many human-interest and portrait photos that have won mane prizes taken at outdoor concerts.
Maybe he is trying to eliminate competition? He cites 4 categories: In the cinema; when someone needs help; personal moments; concerts.
I agree with not taking pictures in the cinema. Duh. If somebody needs help and nobody is helping, yes provide help before taking pictures. Another Duh.
Then there were personal moments and concerts. He is out to lunch on these two. Personal moments are what photography is about. So by his rules that great shot of the girl kissing her sailor returning from the war should not have been taken? And finally concerts. First he says that people should enjoy the moment. Which would be the music. Then he carps about people taking cell phone photos and blocking his view? Did he come to watch or listen? People are going to enjoy the concert and taking pics with their cell phones is what people do. And that does not block his view anymore than people standing on chairs and cheering. Maybe he needs to spend more money on tickets so he can be in the front row.
