I had time during a recent trip to Mexico to practice some more on live birds. I believe the second bird to be an Anhinga, though some Americans said it was a Booby.
It looks like an Anhinga. The reason it's wings are open is dry out the wings - Anhinga do not have oil in their feathers so they need to air dry.
I shot the attached Anhingas in my backyard - one on the rocks and one having just caught a fish. They are also called snake fish because only their heads stick out of the water - see the second pic.

Thanks, that was my sense also. I saw them drying the wings and fishing in the ponds outside of our place.
Only Anhingas and Cormorants lack oil in their feathers, so both of them have to air dry their wings.
