All of a sudden Lightroom will not load onto my computer. worked fine yesterday. Now I get the message" Lightroom.exe - bad image---C:Programfiles\adobe\adobelightroom\libcef.dll is either not designed to run on Windows or it contains and error. try installing the program again using the original installation media or contact your system administrator or the software vendor for support. Error status 0xc0000020.
Anyone out there know what to do? If I reinstall the original program (6.3) which I have upgraded to version 6.13; will I lose my catalogs, collections, etc.
Your catalogs will not be removed or replaced by Lightroom re-installation or uninstallation. You collections are stored inside your catalog. Do make backup copies of your catalog!
What probably happened was that the .dll file was changed, deleted, messed up or other by a Windows update, not an Adobe change.
For help and advice, Adobe provides a user to user forum that has some well qualified experts. There is also the forum hosted by Victoria Brampton.

Excellent advice “bsprague”. I just had a problem whereby I thought I lost all my collections when I converted to the new Lightroom Classic. I went to forum for help and received an answer to my problem. I don’t think I have seen so many problems that are occurring with this new changeover...
First, go to task manager, and close any files in all the section that have to do with lightroom. Then reboot and try again. If this does not work, do the first step again, then uninstall Lightroom, reboot, and reinstall Lightroom. See if that works

The only abnormal level of problems I've seen relates to the name changes. If one blindly goes from the folder based "old" Lightroom CC 2015 to the "new" cloud based Lightroom CC with 20 or 30 thousand photos, there will be issues.
If one goes from the "old" Lightroom CC 2015 to the "new" Lightroom Classic they will find a couple new tools and that it runs a little faster.

Ot the file was written to a bad and/or failing sector on the HD. Happens.
