Poor guy is probably trying to abide by some California bureaucratic code on hauling open loads!

Here in PA a tarp is required.

Guys that happen to be an Aggie from Texas. He is trying to keep his load from blowing out. Speaking of Aggies,
There was a group of Aggie science students wanted to take a trip to the sun, but some UT students said that was impossible and that they would burn up along the way before they reached the sun.

One Aggie replied, "We're going to travel at night"

I think the point had been missed here. I’ve done this with a trailer many times and certainly not to hold down the load. During movement the lateral pressures on the sides of a trailer can be immense and they can burst open. Putting a strap over the top like this supports the trailer sides and prevents this happening.
I get it that this explanation spoils the fun comments though.

I think that the shaking of the trailer after a few feet on the road will release the tension of the strap and your theory doesn't apply. The fun is back guys!
