Does anyone know what filter or process is used for this result?

In a post in the gallery today were some images that appears to have a filter of some kind applied to create an artistic effect. I posed a question of the OP as to how it was accomplished but the OP stated that his workflow was too involved to explain. I’ve received a similar reply to the same question to another photographer in a facebook posting. The images are here: http://www.uglyhedgehog.com/t-491705-1.html
I’m not sure if this type of question is allowable here but I don’t know of anywhere else to pose it. Thanks in advance for any info on creating this look.

Looks as if he may have used the topaz plugins but there are many ways to achieve that nice effect.
check this link out Topaz Studio is free the plugins are a nice paid addition. https://web.topazlabs.com/downloads/

Looks like a combination of Topaz Glow for the "wavy lines" and Topaz SImplify for the cartoony colorizarion.

Appears to be the "Oil Painting" filter in Photoshop.

You are not alone. I also asked OP how he did it and received almost the same answer. BTW I already tried Topaz Clean and received pretty good result.

nothing handy right now but
