When I was at Oshkosh in July I was walking around the vendor hangars and came across a photography artist who was manipulating pics he took using, not his laptop (although he was working with a PS or LR-type program) but using a form of flat tablet and using a pen to activate icons/move files. It seemed to me some kind of graphic arts specialty product.
A Wacom Cintiq, a Vaio Canvas or a Microsoft Surface Pro will all do what you saw. I have a Vaio Canvas
Not sure, but sounds like the Microsoft Surface.
Wacom tablet... They have several different models and sizes. There are likely other manuf., but Wacom is very popular. Especially for photo work.
Also,HP has a nice laptop/tablet thingy,also uses a pen. And its very light, unlike my 17" Asus gamer laptop.

Oh, great...now I'm getting tablet/laptop ads from B&H! I think for Christmas I'll ask for gift cards to them or Adorama. I'd love a nice big dedicated monitor for PP work, but I barely have room enough for my 17" laptop. A Colormunki would be nice, too. I might sign up for a digital processing class at my local JC, It's actually part of an AFA transfer degree program, or at least one of the electives. So far the only class I've taken is Photo 1, where we learned how to do wet B/W developing (5x7s)...good thing I still had my AE-1 Program and lenses.
Read up on what it does and then decide for yourself.

Without reading the text of your question I can answer it: If you don't know what it is you can probably get along without it!

It could be the IPad Pro with the pencil. The screen is close to the same size as my 13” Mac Book Pro. Love the Pencil! I hardly ever use my laptop or desk top computers any more. I find my IPad Pro does 99% of what I need. It is a great tool. Also the edit tool installed in my IPad is easy to use and has the same sliders Lightroom has. I have the Lightroom and photoshop programs for the IPad also.
You apparently refer to a graphics tablet such as Wacom and others offer, a standard graphics tool. You could find out about how it is used by exploring YouTube. You should also discover some useful things which could help you avoid overbuying, since there are a few counterintuitive aspects to be understood.

I completely agree.
Read up on graphics tablets, what they are, and how much they cost. If your still interested go to a store and try one. Then you can decide for yourself if you want to buy one.
I like the new iPad pros as well. The Apple Pencil is GREAT. Starting to use Affinity for processing. Haven’t turned on the desktop in ages!
