We were in the Light House @ Presque Isle on Lake Erie last spring. It had already been changed over. They told how the number of rings of LEDs that make up the light determine the brightness. I believe it's to be visible, based on the height above the water and the ability to see it while bobbing in the water, 10 miles off shore. If I remember correctly...
