Manfrotto 498RC2 loose when panning

When I loosen the lever that allows for panning on this ballhead, I can wiggle the camera around. I don't remember it being loose when I first got it. When the lever is tightened, the looseness is no longer there as expected. I need some advice whether I need to send it back for servicing or if I can do an adjustment myself.
