It appears to be a Scaly-breasted Munia which is a native to Malasia and thereabouts. Most likely escaped from somebody's birdcage. They have been seen around California. Several have been seen in the Goleta Slough near Santa Barbara.

Yes - Scaly-breasted munia aka nutmeg mannikin aka spice finch
