The company was originally called Ernst Leitz Wetzlar, they made microscopes. When they moved to cameras, they switched to LEICA from LEItz CAmera.

Obviously it is a lens hood, and as is clearly indicated, it is for the 21 f/3.4 and 28 f/2.8 lenses. Though not indicated, these would be M lenses.
