Got up to about 4800' on the Blue Ridge Parkway south of Asheville, NC about an hour before sunrise this morning. Clear as a bell on the horizon so was hopeful for a beautiful sunrise. Well, never did see the sun as the fog started rolling in. This was a 3 shot bracket combined and tweaked in LR and then run through Aurora HDR 2018 as a single image. Played with many of the tools and came up with this... Before is middle exposure unedited.
after the download the foreground in #2 is a lot brighter and clearer. nice shot
The download of number two is outstanding. Distant lights and other details are excellent!

Thanks! Helps to have a good tripod with long exposure bracketing.....😉
This shot is much easier to do without exposure bracketing, which brings nothing to the table here, using Photoshop or similar and a dash of Nik filters which are free. I can show you what I got from your simple middle image in a matter of seconds if you wish without the need to combine multiple images and the inherent problems that can bring.
