How does one couple two images in comparison view so that moving image a in the navigator window correspondingly moves image b allowing different regions of the photographs to be compared in loupe view?

Yes, keyboard stroke letter "c" gives you "comparison" (my term perhaps) in library module or takes you from develop to library split view.
I figured it out! In X/Y view there is a "compare" button with a lock. In the locked position both the candidate and the select images zoom in and out together.
