Here is when B&W and close cropping can make sense...
Yes I think the cropped B&W image is much better.

Nice but please give him back the top of his head.

Yes, I would have to agree. I am not one of those who readily converts a photo to b&w just for the sake of "added impact" either.

You know, I looked at that very carefully and even did a short study of other photos of people with slight cropping of the top. I then decided I would do this and I actually prefer this. I think adds focus to the subject better and eliminates some of the excess information in the background. I do appreciate your comment. I like to hear this kind of stuff.
Like the image. I would keep it B&W, but keep it portrait. That would keep his head and get rid of the distractions in the backround.

I like the shot but didn't know you meant to crop part of the head. As far as adding focus and eliminating excess information in the background would you be open to cropping in from the right to get rid of the bright dock or whatever it is. This will accomplish more of getting rid of distracting background and give more focus to the subject which is what you wanted. It's a good shot and this is just a suggestion. If you like it the way it is that's great also. Just trying to make a helpful suggestion. Good shooting toy you.
I think the cropping of the top of the head works. It seems that many professional portraits have this feature. If you were to crop the dock, I think the photo would look too centered or crowded. Maybe tone down the highlights of the dock just a bit? Just my humble opinion, as an inexperienced learner.
