This particular image isn't worth any great effort but it did bring to mind a question I've been meaning to ask.

Is there any way in Photoshop to get rid of all of the white spots on the water's surface?

Yes, there is, but I'm not near a PS machine at the moment. I'm sure someone will post a reply with an illustration before I can get to an appropriate computer.

Repost it with "store original" selected if you are asking for help to remove the white spots. :)

One way you can try is to mask the bird and apply the Dust & Scratches filter (under Filters> Noise), just tried it quickly masking the bird, apply filter, then brushing on the mask to reveal the water ripples, birds reflection, leaving a pretty cool bokeh and composition.

It will take a fair amount of time, but the PSD spot healing brush will do the job.

Thanks for pointing me in the right direction. If the bird were a bit sharper this might be a pretty good image. You helped me learn something today. Always a good thing.
