You can apply texture with just about any photo editing program that works with layers, Couldn't tell you witch one she used, but On1 Raw and Topaz Studio has many texture like that and free with the software.

Natalie, you might just take a direct approach and ask the photographer. You've nothing to lose and, potentially, a good deal to learn.

Textures are just images that you introduce as a layer. Some may come with a program, you can buy them, you can create your own, or with a quick Google search you can get plenty of free ones.

Open a new document, whatever size you need.
Color the layer ... in this case the blue color you wish.

Go to Filter - Render - Clouds.
You can them use a sharpen filter to tune in to what you want.
... or maybe open in ACR and play with clarity.

Many ways to get the look you want ... experiment.
