You can apply texture with just about any photo editing program that works with layers, Couldn't tell you witch one she used, but On1 Raw and Topaz Studio has many texture like that and free with the software.

Open a new document, whatever size you need.
Color the layer ... in this case the blue color you wish.
Go to Filter - Render - Clouds.
You can them use a sharpen filter to tune in to what you want.
... or maybe open in ACR and play with clarity.
Many ways to get the look you want ... experiment.
