I would suggest contacting Adobe. Short of that uninstall PSE13 and reinstall it. PSE13 should work fine with Windows 10. I have Ps CS6 running fine with Windows 10. Though in my case it was a new computer with Windows 10 factory installed. I installed Ps CS6 myself. If Adobe gives you any BS about not being able to use this version or that, ignore them and find someone who can walk you through uninstalling and reinstalling PSE13. You do have the program CD-ROM or DVD-ROM or a legal and active Cloud account with Adobe? It should work. I had the same copy of Photoshop CS working on my old Windows Vista machine even though silly Adobe said it would not work simply because Microsoft stopped support for VISTA. I knew that was wrong as they advertised CS6 working on Windows XP and 7 right on the product box (the versions of Windows before and after Vista).
This sometimes happens with program that you have to install them after an operating system upgrade to get them to work. Not always but it happens often. I don't think I can help you debug PSE13 but I think I can point you to how to uninstall and reinstall it.
First let us check something. Open PSE13, Open Help. There should be a list like "Elements Online Help," "Elements Support Center," "About Photoshop Elements," etc. One should be something like Activate Photoshop Elements. If you find that click on it and follow the instructions to Activate your program, license and account. You may need to impute a product key, or Adobe's WEB site might auto-identify your copy and license to activate it. If that "Activate" link is not there it probably does so or should have done so automatically, but did not with the installation of your new Win 10 O/S for some unknown reason. So then if you like, again if you have the program disk or a downloaded version of it, you my want to try uninstalling the non-working installation.
At the right bottom of your Windows 10 desktop screen type in "Control Panel". Unfortunately this Application to the O/S and your computer's features can be displayed in more than one view or style, displaying information differently. Be a bit careful in this App as you can totally mess up your computer in here. Assuming yours displays like mine, look for "Programs and Features", click on it and it should open to a list of installed programs. Note the header, "Uninstall or change a program". Scroll though the list of programs looking for "Adobe Photoshop Elements 13," "Photoshop Elements 13," "Elements 13," or something like that. Select it, try Clicking once or twice on it or even try Right Clicking to see if it gives you an option for "Fixing" or "Repairing" in addition to Uninstalling or Removing. If all you see is Uninstall, click and follow any instructions. You likely will have to reboot the PC to complete the uninstallation.
To reinstall should be easy. Just insert the Program Media Disk and it should start or you may have to manually run it. Worst case would be to have to view the files on the disk and look for a Run.exe, Start.ini or something similar file to click on. Or then start or run your Downloaded PSE13 Program from its (likely compressed) folder. Follow any instructions, answering questions or making choices as you should have done before. Once installed be sure again that the program is activated and registered, and you are done. And should be ready to open a picture and edit it.
