I think that I would uninstall the program and then reinstall.

I'm running PSE10 on a Windows 10 machine. If not done so already, re-install your PSE software onto the Win10 machine and see if that improves things.

I would suggest contacting Adobe. Short of that uninstall PSE13 and reinstall it. PSE13 should work fine with Windows 10. I have Ps CS6 running fine with Windows 10. Though in my case it was a new computer with Windows 10 factory installed. I installed Ps CS6 myself. If Adobe gives you any BS about not being able to use this version or that, ignore them and find someone who can walk you through uninstalling and reinstalling PSE13. You do have the program CD-ROM or DVD-ROM or a legal and active Cloud account with Adobe? It should work. I had the same copy of Photoshop CS working on my old Windows Vista machine even though silly Adobe said it would not work simply because Microsoft stopped support for VISTA. I knew that was wrong as they advertised CS6 working on Windows XP and 7 right on the product box (the versions of Windows before and after Vista).

This sometimes happens with program that you have to install them after an operating system upgrade to get them to work. Not always but it happens often. I don't think I can help you debug PSE13 but I think I can point you to how to uninstall and reinstall it.

First let us check something. Open PSE13, Open Help. There should be a list like "Elements Online Help," "Elements Support Center," "About Photoshop Elements," etc. One should be something like Activate Photoshop Elements. If you find that click on it and follow the instructions to Activate your program, license and account. You may need to impute a product key, or Adobe's WEB site might auto-identify your copy and license to activate it. If that "Activate" link is not there it probably does so or should have done so automatically, but did not with the installation of your new Win 10 O/S for some unknown reason. So then if you like, again if you have the program disk or a downloaded version of it, you my want to try uninstalling the non-working installation.

At the right bottom of your Windows 10 desktop screen type in "Control Panel". Unfortunately this Application to the O/S and your computer's features can be displayed in more than one view or style, displaying information differently. Be a bit careful in this App as you can totally mess up your computer in here. Assuming yours displays like mine, look for "Programs and Features", click on it and it should open to a list of installed programs. Note the header, "Uninstall or change a program". Scroll though the list of programs looking for "Adobe Photoshop Elements 13," "Photoshop Elements 13," "Elements 13," or something like that. Select it, try Clicking once or twice on it or even try Right Clicking to see if it gives you an option for "Fixing" or "Repairing" in addition to Uninstalling or Removing. If all you see is Uninstall, click and follow any instructions. You likely will have to reboot the PC to complete the uninstallation.

To reinstall should be easy. Just insert the Program Media Disk and it should start or you may have to manually run it. Worst case would be to have to view the files on the disk and look for a Run.exe, Start.ini or something similar file to click on. Or then start or run your Downloaded PSE13 Program from its (likely compressed) folder. Follow any instructions, answering questions or making choices as you should have done before. Once installed be sure again that the program is activated and registered, and you are done. And should be ready to open a picture and edit it.

Exact same thing happened to a friend of mine. I think the program is assuming that this is a completely new machine, and you haven't deactivated it from the "old machine"

How we fixed his (maybe more difficult than necessary was to go in (can't remember where it was, but you can google it) and deactivate Adobe Elements, then reinstall. It worked flawlessly.

I guess you could try just reinstalling it, but I do know that deactivating it first DOES work if the other doesn't help.
Good luck. Once you are used to it, you will love Win10. Took me a while, but now when I use my work computer that is still on 7, it drives me up a tree.

Thanks all I will try the uninstall install but I heard on another forum that windows 10 only supports Elements 14. Making me mad. As I feel adobe is in on it to make more money.

Not so. I can guarantee tht Windows 10 supports and works seamlessly with PSE 13 - I have both on my main machine.

That's exactly what my friend is running. Elements and premiere elements 13. No problems after we did the disable, then reinstall thingy. (still think it may be overkill, but it worked for us, so I'm sharing)

Yes, that is a good explanation of a possible reason why, and the one I was thinking of but more briefly explained less clearly.

I concur Windows 10 is a great OS once you understand and learn it. Probably Microsoft's best so far, edging out 7. Personally I found 2000, Vista, 8/8.1 sucky. Windows 98, XP, 7, 10 are great. Never used 95, ME, or DE (a are specialty one). I started with Windows 3.11 / Dos 6.21. I hear Windowsw N.T. was pretty good but it took an IT expert to install it (and manually install all the drivers).

I also found this bad news (but Adobe tends to be too cautious about things so if others claim the did what you did, installed Windows 10 over another OS and PSE13 and still got it to work I would again ignore Adobe). https://helpx.adobe.com/elements-organizer/kb/Elements-applications-do-not-launch-on-Windows-10.html

But then you can still try following my uninstall instructions. Good luck.

Thank microsoft for windows 10. All they wanted was to get you to sign so they could get the rights to go in and make changes to your computer anytime. Do you remember what you had to sign before you use junk10? Every time they come into my computer now, I start to have problems.

I'm sure that's the entire reason Microsoft developed Windows 10 - so they could plot to take over the world's computers. You'd have thought they would have named it Windows 1984

Thank you, thank you, thank you!!! I went to the link connecting me to the adobe site in which they recommended downloading the 2012 Microsoft file, and it worked!!! I have been without my Elements v 11 for almost 2 months, and its been such an aggravation. I am learning Lightroom and Photoshop, but in the meantime, really wanted to use the program I am familiar with. Hogs are The Best!

Good find Lamiaceae. This problem only occurs on computers which have been updated from a pervious version, normally Win 7, Win 8, or Win 8.1 to Windows 10 and Elements 13 or 14 was on the computer before the update. Computers which started life with Win 10 or were updated using a clean installation where all software was removed during the installation do not have problems with Elements 13 or 14 according to the Adobe link in your post. This also matches what others found, that uninstalling and reinstalling Elements fixes the problem.
