The Massachusetts Turnpike no longer has toll booths. Instead, they have overhead device readers every few miles, with out-of-state drivers paying more. A recent trip to Boston cost me about $15.00 round trip. I suspect any trip on the Pike is now slightly more costly.
So what happens if you don't have an EZ Pass or similar device? The state will send you a bill. Can you imagine the nightmare of bookkeeping that must be. Thousands of cars use the Mass Pike every day, and many of them do not have a toll device on their windshields. The overhead readers must scan the license plate of each car and relay that info to headquarters. The bill for postage alone must be enormous.
Florida has been doing that for years. With rental cars you also pay a daily fee for an intermediary company to bill you. That is on top of the toll.
Oklahpma stickers that have bar codes that the over head readers. But also have the booth

At each over head device there is a sign displaying the $ amount for that point in 3 amounts i.e. Mass EZPASS $.50, all other EZPASS $.55 and no EZPASS $.95
Every station is different price. Postage figured in non easy pass. The Newport RI bridge has a partial and parts of New Hampshire that I know of.
They do that in Denver on the one toll road that is there.
That's a lot of lost jobs. My uncle worked for the state of NY in a toll booth and retired with a good pension. The world is changing.

I'm not planning on a trip back east in the near future. Looks like I won't be planning on a trip in the distant future either.
It is the wave of the future. Florida has had the system in some areas for a while. N.Y. is now converting to the system.
The same system is used in North Carolina.

It's just another tax. An easy way for the government to squeeze money out of people to pay for the excesses of State and local government. If ALL of the money would go for road and bridge maintnance I would approve. but most of it will just find it's way into the general funds and the roads will continue to get worse. The toll on the bridges in NY City were supposedto be temporary un till the birdge were paid for. Right. I forget who said it but "There is nothing more permanent than a temporary tax"

The Golden Gate Bridge got rid of toll takers and went to a pass. Rental car companies offer a plan to pay the toll, but it has a high fee. Luckily, the bridge district has a web site where you can pay after you cross, or pay with a mobile device. But I don't think the rental car companies always inform their customers of that.

Jerry , for my own curiosity, how long did it take for you to receive your bill.
I just looked at my Quicken, and I've paid over $3,500 in tolls since 1997.

We don't have toll roads in Idaho.
The last time I might have had to pay one was with my motorcycle crossing the Golden Gate bridge. You can't use the toll booth. They take a picture of your license plate and bill you.
My son who lived in Wahington State got a bill from them. Neither I nor my other sons who live in Idaho got one. We all have the same motorcycles so it wasn't that their thing worked on one and not the others. I suspect Idaho tells California to stuff it when they ask for an address on a license plate. At least when a contractor does it or it is not for police business.
My experiences with Florida and rental cars are grim, though.
I have been using ezpass here in NY since it was available 20+ years ago in Rockland County when rfid technology was uncommon. It was a good deal at that time in that it offered a reduced toll charge and a way to avoid a long wait. The downside has always been that big brother has a record of where you have been at all times (not an issue for me!) - take a look at your ezpass statements.
