YES. The original version will require a permit to take a picture of your girlfriend in a city park. Or to take close-ups of flowers or sunset in a park or other public property.

To clarify my own opinion: it is reasonable to require permits for activities or equipment which cause problems or obstruct public property. Like grip trucks or other paraphernalia of the movie production. But when cities like these demand permits and fees for snap shooters or simple still photography, the bureaucrats are both greedy and out of line.

Life is not fair or reasonable and the city can make whatever laws they like provided they don't violate State and Federal Laws. What they can reasonably enforce is something different.

And don't forget, to the great unwashed masses, the definition of a Professional Camera is anything with a big lens.
