how do you get photoshop elements? is it free if you have photoshop?

It's a stand-alone software you purchase:

It's like Photoshop "light," so anyone already having Photoshop would not want Elements. I do have Elements and love it

Just curious, why would you want Elements if you already have Photoshop? If you have Photoshop CC then it's understandable. You can purchase Lightroom 6 as a perpetual for about $149. and Elements for about $60-$70.

well, i have been working on photo frames in photoshop and most of the tutorials are in elements

OH! OK. I don't know if there are any tutorials on doing frames in Photoshop out there. Maybe someone else here at the Hog would know so keep an eye out for awhile. Sorry I couldn't be more helpful, I do think Elements works well. Most out there use Lightroom for the majority of their editing and then Photoshop for perhaps 5-10% for pixel editing when needed but as far as I'm concerned Elements does a pretty decent job and I'm just a hobbiest so I'm not going to pay a rental fee for Photoshop/Lightroom.

Also be aware that there is a $12 app called Elements + that adds or opens up many of the PS features missing from PSE. For many people that is all they need or want.

There are plug-ins for Photoshop that do frames such as http://akvis.com/en/frame-packs/index.php and are easy to use.

Sort of.

Notice "Elements" in the name? You get some of the elements - features - of the full Photoshop program. If you have PS, I don't see an advantage to buying PSE.

I purchased PSE as a backup if Adobe raises their subscription rate to where I don't want to spend the money anymore.

photo frames as part of the photo!!!! IMO yuck amateurish girlie-girl scrap book stuff vignetting OK but frames confine the foto and add nothing.... if not adding then it is distracting.

If you wish a frame... mount the photo on Laminated Floor material cut to size and do a gallery wrap then put 3/4 in blocks to give 3d frame look.

Perhaps you did not mean to, but you put "girlie's & "girls" down the drain. There are other ways to express your judgments.
I certainly do not mean to insult you. I will always combat pejorative characterizations. My Mom taught me to do that. LOL
