Two of you have asked me in private messages to do one of these step by step. So here goes. This is a relatively ordinary picture of a red hibiscus. (And for those who care, hibiscus is the state flower of Hawaii)

Here are steps one and two.

Step one is FILTER-DISTORT-POLAR COORDINATES-POLAR TO RECTANGULAR
Step two is IMAGE-IMAGE ROTATION-180 degrees

and steps three and four

step three is IMAGE-IMAGE SIZE-(choose dimensions. this one is 5 x 5 inches and 120 pixels per inch)

step four is IMAGE-IMAGE DISTORTION-POLAR COORDINATES-RECTANGULAR TO POLAR

and it is complete unless you want to do some color tweaking

You are correct - sorry about that. I was in a hurry doing two things at once with the expected erratic outcome.

Photoshop. Same as the ones I posted a week ago. I am using CS6, but I believe polar distortion came out in CS2 or possibly earlier. I did the first one of these in CS2

I wrote down your direction and tried this in Elements 8. Minor difference is the last step was in FILTERS, but figured it out. Not the best subject, but learning.

PS Elements 8

Looks good to me wonder if I should give it a try, Will a picture from a 5MP camera work? I have a Kodak 7590 that is about ready to be updated with a Nikon D5100. But if a picture from this camera will work I have Photoshop Elements 10. I would like to try this.

I used ELEMENTS 8 Doesn't cost anything to try. I imagine it will work with about any picture. STEP 4 is different than what he posted,(at least in my program) Go back to FILTERS-DISTORT and then change back to RECTANGULAR TO POLAR. This worked for me as (it was NOT in the IMAGE files).Basiclly reverse what you did in Step 1. try this.

Just for the fun of it, I tried it on RR/TRACKS leading into town. Mikey likes it.

It is not different than what I posted. Step four should be RECTANGULAR TO POLAR as you said, and as I said originally.

You are a magician, you turned a hibiscus into an apple. LOL
No kidding, I like the process. Will try it. Thanks
